The three main committees

The English Party Board acts as the primary executive and administrative body managing the English State Party. Its core functions (under Article 6 of the Constitution) include: 

• Coordination and support: Coordinating the activities of the eleven Regional Parties across England. 
• Financial Management:
  • Negotiating financial arrangements with the Federal Party and setting an annual budget. 
  • Managing state-level finances, maintaining accounting records, and ensuring statutory compliance/reporting with the Electoral Commission. 
  • Allocating and remitting membership subscriptions to Regional Parties, determining service fees for Local Parties, and providing grants to Affiliated Organisations. 
  • Setting policies for borrowing, fundraising, and expenditure limits. 
• Committee establishment: Establishing and overseeing key statutory sub-committees, including the English Candidates Committee and the Regional Parties and Mediation Committee. 
• Intervention and support: Exercising or assuming powers and functions of a Regional Party when agreed upon with that Regional Party. 

The Chair of the English Party Assembly;

The Chairs of Regional Parties;

One member representing English MPs in the House of Commons;

One member elected by principal councillors and executive mayors in England;

One member elected by Affiliated Organisation(s) representing youth and/or students in England;

The Executive Officer for Candidates;

The Executive Officer for Diversity;

The English Treasurer.

The 2026 members of the English Party Board are:

• The Chair, who shall be the Executive Officer for Candidates, elected by members of the Party in England as specified under Article 6.1(f); the Chair shall be eligible for re-election, save that the Chair shall not serve for more than two consecutive terms;
• The Chair of each Region's Candidates Committee;
• The Chief Whip or one person appointed by the Chief Whip, being a Member of Parliament for a Constituency in England;
• The Executive Officer for Diversity;
• One person appointed by the Parliamentary Candidates Association; and
• As a non-voting member Returning Officer experienced in parliamentary selections, appointed by the English Candidates Committee.

The English Candidates Committee, with Regional Candidates Committees, shall have the functions set out in Article 19 of the Federal Constitution, including over adding and removing people from a list of approved candidates, all of which they shall exercise under the co-ordination of the Joint Candidates Sub-Committee established under Article 13 of the Federal Constitution.

The English Candidates Committee, subject to ratification by the English Party Board, shall make or vary rules for the selection and adoption of approved candidates for directly elected mayors, and other directly elected public posts where the electorate comprises more than a single parliamentary constituency.

The Executive Officer for Diversity

The Vice-Chairs of each of the Regional Parties, or other representatives chosen by each Region.

The English Party Board shall appoint the chair from among the members of the Committee.

The functions of the Regional Parties and Mediation Committee include

• Ensuring the compliance of the Party in England with the provisions of the law, including regarding political finance and data protection
• Making arrangements for the exercise of the functions of the Liberal Democrats in England in relation to joint arrangements of Local Parties concerning approval and selection and de-recognition of Council Groups in certain circumstances 
• Other matters as requested by the English Party Board.
