Chair of the English Party Assembly
As per Article 5.4 of the English Party Constitution, the Chair (of the English Party Assembly) shall be:
(a) directly elected by members of the Party in England for a period of three years, except that the first election in 2026 shall be for a term of office covering the period from 1 January 2027 to 31 December 2028;
(b) eligible for re-election, save that he or she shall not serve for more than two consecutive terms;
(c) a member of the Federal Board as per Article 9 of the Federal Constitution, save that he or she may appoint a substitute in relation to a particular meeting of the Federal Board that he or she is unable to attend;
(d) the Chair of the English Liberal Democrats in accordance with Article 20 of the Federal Party Constitution.
Executive Officer for Diversity
As per Article 6.9 of the English Party Constitution, the Executive Officer for Diversity shall:
(a) support the Party in England, the English Party Assembly, the English Party Board, and Regional Parties and Mediation Committee to consider and act upon the needs of diverse communities;
(b) report on their activities to the English Party Assembly and English Party Board;
(c) contribute fully to the setting of strategy and decision-making at the English Party Board and work with the Chair and other members of the English Party Board; and
(d) discharge such other functions as the English Party Board shall allocate to him or her.
English Candidates Committee and its chair
As per Article 7.2 of the English Party Constitution, there shall be an English Candidates Committee consisting of
(a) the Chair, who shall be the Executive Officer for Candidates, elected by members of the Party in England as specified under Article 6.1(f); the Chair shall be eligible for re-election, save that the Chair shall not serve for more than two consecutive terms;
(b) the Chair of each Region's Candidates Committee;
(c) the Chief Whip or one person appointed by the Chief Whip, being a Member of Parliament for a Constituency in England;
(d) the Executive Officer for Diversity;
(e) one person appointed by the Parliamentary Candidates Association; and
(f) as a non-voting member Returning Officer experienced in parliamentary selections, appointed by the English Candidates Committee.
The English Candidates Committee shall make Standing Orders for the conduct of its business and shall publish to the next meeting of the next English Party Board any changes that have been made.
Article 7.3 states that the English Candidates Committee and Regional Candidates Committees shall have the functions set out in Article 19 of the Federal Constitution, including over adding and removing people from a list of approved candidates, all of which they shall exercise under the co-ordination of the Joint Candidates Sub-Committee established under Article 13 of the Federal Constitution.
Article 7.4 states that the Chair of the English Candidates Committee shall be Liberal Democrats in England’s representative on the Joint Candidates Sub-Committee but they shall have the power to make a substitution if they cannot attend a particular meeting of the Joint Candidates Sub-Committee or is indisposed for a significant period of time between meetings.
Treasurer
As per Article 6.10 of the English Party Constitution, the English Treasurer shall:
(a) be responsible for the receipt and disbursement monies on behalf of the Liberal Democrats in England according to a policy directed by the Board;
(b) attend meetings of the Federal Finance and Resources Committee;
(c) contribute fully to the setting of strategy and decision-making at the English Party Board and work with the Chair and other members of the English Party Board; and
(d) discharge such other functions as the English Party Board shall allocate to him or her.
Regional Parties and Mediation Committee
As per Article 6.7 of the English Party Constitution, the Regional Parties and Mediation Committee shall comprise of:
(a) the Executive Officer for Diversity; and
(b) the Vice-Chairs of each of the Regional Parties, or where a Vice-Chair does not perform the function of Chair of the Regional Party’s Local Parties and Council Group, the person performing that function, if the Regional Party so choose. The English Party Board shall appoint the chair from among the members of the Committee.
Article 6.8 states that the functions of the Regional Parties and Mediation Committee are to:
(a) Ensure the compliance of the Party in England with the provisions of the law, including regarding political finance and data protection.
(b) Make arrangements for the exercise of the functions of the Liberal Democrats in England under: i. Articles 3.8 to 3.10 (Joint arrangements of Local Parties, approval and selection) and ii. Articles 8.9 to 8.18 (de-recognition of Council Groups) of this Constitution, for which purpose it may appoint a panel of not less than three persons (which panel shall be deemed to be a meeting of the subcommittee for the purposes of the Membership Rules).
(c) Other matters as requested by the English Party Board.
